The City of Mount Vernon is seeking proposals from experienced and qualified consultants and/or firms for professional services to prepare the five year Consolidated Plan.

The City of Mount Vernon is committed to partnering with the community to identify opportunities for improvements to programs and services to improve quality of life for Mount Vernon residents.

2018 CDBG Draft Annual Action Plan

In accordance with the federal regulations 24 CFR, Part 91, the City of Mount Vernon through the Urban Renewal Agency has prepared a draft 2018 Annual Action Plan for submission for its Community Development Programs.

Public Comments: The comment period is from July 6 to August 6, 2018.  All stakeholders are encouraged to express their views on the proposed draft budget by emailing Dom McCoy at:  Non-English speaking individuals and those who require the information in an alternative format may contact the Planning Department at 914-699-7320 to request assistance.  All comments received by 12:00 NOON on August 6, 2018 will be considered.

Request for Proposals – CDBG Home Investment Partnerships Program – Program Review & Technical Assistance

The City of Mount Vernon Urban Renewal Agency is seeking proposals from qualified firms for professional services consisting of program review, the development of written policies and procedures, and technical assistance related to the U. S. Department of Housing and Urban Development Community Development Block Grant Program and HOME Investment Partnership Program.

The Urban Renewal Agency administers federal funds that the City receives from the U.S. Department of Housing and Urban Development (HUD) for the following two program: Community Development Block Grant Program (CDBG) and the HOME Investment Partnerships Program (HOME).

The primary purpose of the services solicited in this Request for Proposals (RFP) is to assist the Urban Renewal Agency staff in creating efficient systems for long and short term compliance and monitoring of funded or contemplated projects. It is expected that any respondent to this RFP will have extensive programmatic experience with HUD programs.

All costs incurred by proposing firms are considered by the City to be marketing costs required in order to select a firm to perform this work, and the City will not reimburse any proposing firm for any costs incurred.

Community Development Block Grant Program FY 2018-2019


The City of Mount Vernon is inviting eligible non-profit 501 (c)(3) organizations to submit applications for the Community Development Block Grant funds for the 2018- 2019 program year.

Pre-application workshops will be held so that interested groups can review the process of submitting an application to be considered for funds. Applicants will be required to attend one of the three pre-application workshops.

April 24, 2018 at 5:00 p.m.

April 25, 2018 at 6:00 p.m.

May 2, 2018  at 10:00 a.m.

Applications will be due no later than 4:00 pm on Friday, May 25, 2018, at City Hall, 1 Roosevelt Square, Mount Vernon, NY 10550. 

 To be eligible, a program must satisfy one of the following national objectives:

  • Provide a benefit to low and moderate income persons,
  • Prevent or eliminate slums and blight, or
  • Meet other urgent community development needs due to natural disasters or other emergencies.

City Council April 11, 2018 Local Law

The City Council will be voting at its April 11, 2018 meeting on a Local Law amending Chapter C, Article IV: Officer and Election, Section 15 of the Mount Vernon City Charter entitled “Qualifications”.  (Term Limits)
