2020-2024 Consolidated Plan & Citizen Participation Plan

The City of Mount Vernon, NY invites residents, public agencies, and other stakeholders to provide input on Mount Vernon’s housing, homelessness, infrastructure, economic development, and community development needs.  The Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) and will guide how we invest the $11 million in federal funds that the City of Mount Vernon expects to receive over the five- year period (2020-2024).  The public comment period will begin on Friday, June 5, 2020, and end on Friday, June 12, 2020. Written comments on the Plan are encouraged and may be submitted via email to: Sbolivar@ch.ci.mount-vernon.ny.us.

The City of Mount Vernon is seeking public input on the 2020-2024 Consolidated Plan, 2020 Annual Action, Plan, Analysis of Impediments to Fair Housing Choice Plan, 2020 Amended Citizen Participation Plan, 2017 CAPER Report, 2018 CAPER Report.

In addition to accepting written comments, The City of Mount Vernon will hold a virtual online public hearing.  The virtual public hearing will provide interested persons the opportunity to present information, comments or views concerning the City of Mount Vernon’s proposed community and economic development priorities.

March 26 Public Hearing
The Public Hearing will take place on Thursday, March 26, 2020 at 6:00pm Eastern Time and conclude at 7:00pm.  If necessary, the hearing may go later to accommodate all those wishing to speak.

The City of Mount Vernon Proposed 2019 Annual Action Plan is available for public review and comment for 30 days from July 1, 2019 through July 30, 2019.

All interested citizens are invited to submit written comments during the 30 day review period.  Notice of the comment period was published July 1, 2019.

2020 – 2024 Five Year Consolidated Plan

As a recipient of federal funds awarded by the U.S. Department of Housing and Urban Development (HUD), the City of Mount Vernon, NY is to develop five-year comprehensive plans for housing and community development to determine the types of projects that should be financed in the future with federal housing and community development funds.

The City has created an online survey to obtain the views and comments from individuals and organizations regarding the overall housing and community development needs of the City.

Please voice your opinion by filling out this brief survey and attending the June 17, 2019 Public Hearing.

FOCUS GROUPS

The City of Mount Vernon anticipates receiving $10 million dollars for housing and community development in the next five years.  To provide opportunities for stakeholder, advocates, and members of the public to provide in-person input into the Analysis of Impediments to Fair Housing and the Five-Year Consolidated Plan, the City of Mount Vernon, NY will hold a series of focus groups.  The purpose of these focus groups is to more deeply explore issues that have been identified via other community outreach efforts and to allow different community groups to engage one another’s perspectives.

Mount Vernon residents and other interested parties are encouraged to participate and provide community input.

The City will conduct four community focus group meetings in June 2019.

2019 Community Development Block Grant available now!

Fiscal Year 2019 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

PUBLIC SERVICE GRANTS

The City of Mount Vernon, Urban Renewal Agency, is seeking applications from qualified non-profit organizations interested in providing services that address one or more of the public service needs targeted in the city’s CDBG program.

The City of Mount Vernon’s CDBG allocation for FY 2019 is $1,661,732.  The City’s HOME allocation for FY 2019 is $440,662.  A maximum of 26.6% ($442,020.71) of the total CDBG allocation will be made available for public service programs and projects to be administered by the City or by sub-recipients. (Note:  This amount exceeds the 15% public service cap.  Mount Vernon is one of three entitlement communities that can exceed the 15% public service cap per HUD).

While there is no limit to the number of applications that an organization may submit, each project must be submitted as its own application.

PRE-APPLICATION WORKSHOPS

It is mandatory that applicants attend a pre-application workshop. The pre-application workshops will be held on:

PUBLIC HEARING PRESENTATION

It is mandatory that applicants participate in the Public Hearing on June 17, 2019 at 5:00pm.  Applicants must present a summary of their application and, if previously funded, a summary of past performance.  Applicants will have a limit of three minutes for presentations.  Applicants that have received CDBG funding in the past must also report on past performance within the same time limit.

2018 CDBG Draft Annual Action Plan

In accordance with the federal regulations 24 CFR, Part 91, the City of Mount Vernon through the Urban Renewal Agency has prepared a draft 2018 Annual Action Plan for submission for its Community Development Programs.

Public Comments: The comment period is from July 6 to August 6, 2018.  All stakeholders are encouraged to express their views on the proposed draft budget by emailing Dom McCoy at: DMcCoy@cmvny.com.  Non-English speaking individuals and those who require the information in an alternative format may contact the Planning Department at 914-699-7320 to request assistance.  All comments received by 12:00 NOON on August 6, 2018 will be considered.

Community Development Block Grant Program FY 2018-2019

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 2018-2019

The City of Mount Vernon is inviting eligible non-profit 501 (c)(3) organizations to submit applications for the Community Development Block Grant funds for the 2018- 2019 program year.

Pre-application workshops will be held so that interested groups can review the process of submitting an application to be considered for funds. Applicants will be required to attend one of the three pre-application workshops.

May 2, 2018  at 10:00 a.m.

Applications will be due no later than 4:00 pm on Friday, May 25, 2018, at City Hall, 1 Roosevelt Square, Mount Vernon, NY 10550. 

 To be eligible, a program must satisfy one of the following national objectives:

  • Provide a benefit to low and moderate income persons,
  • Prevent or eliminate slums and blight, or
  • Meet other urgent community development needs due to natural disasters or other emergencies.
