Grievance Day – June 16, 2020 Time: 2:00 p.m. to 6:00 p.m.

INSTRUCTIONS

To begin the process please convert your attachments to PDF’s The maximum file size for your attachments is 50MB. If your attachments exceed this size you must mail in your application In accordance with Executive Order 202.22, issued by the Governor of the State of New York, and due to the present COVID-19 pandemic, hearings before the Board of Assessment Review will be held remotely via Zoom Conference.

ELECTRONIC FORM PROCESS – ONE OWNER NO REPRESENTATIVE with attachments

  • The homeowner/representative will be able to utilize a Fillable grievance form and sign application by clicking the button below. Choose the One Owner option and fill in the details. You will be sent a PandaDoc Form via email to complete.  Each grievance AND supporting documentation must be uploaded as one pdf file (one file per parcel). The maximum file size for your attachments is 50MB.
  • When filling the PDF file you must include the   the Tax Map Parcel ID that appears on the 2020 Tentative Assessment roll along with the parcel property location.
  • If the indicated Parcel ID is not what is reflected on the 2020 Tentative Assessment Roll, the application will be considered unidentifiable and not eligible for consideration by the Board of Assessment Review (B.A.R.).

ELECTRONIC FORM PROCESS – ONE OWNER NO REPRESENTATIVE  NO ATTACHMENT

  • The homeowner/representative will be able to utilize a Fillable grievance form and sign application by filling the embedded PandaDoc below. 
  • When filling the PDF file you must include the   the Tax Map Parcel ID that appears on the 2020 Tentative Assessment roll along with the parcel property location.
  • If the indicated Parcel ID is not what is reflected on the 2020 Tentative Assessment Roll, the application will be considered unidentifiable and not eligible for consideration by the Board of Assessment Review (B.A.R).
  • After filing this form (without attachment) you still have to make an appointment in Calendly if you want to be reviewed by the B.A.R. The link is below.
  • After filing this form (with attachment and two signatures) you still have to make an appointment in Calendly if you want to be heard by the B.A.R. The link is at the end of the request form and at the bottom of the page.

ELECTRONIC FORM PROCESS – OWNER and REPRESENTATIVE  

  • The homeowner/representative will be able to utilize a Fillable grievance form and sign application by clicking the button below.  Each party, owner and representative must sign before we can process the grievance form must be uploaded as one pdf file (one file per parcel). 
  • When filling the PDF file you must include the   the Tax Map Parcel ID that appears on the 2020 Tentative Assessment roll along with the parcel property location.
  • If the indicated Parcel ID is not what is reflected on the 2020 Tentative Assessment Roll, the application will be considered unidentifiable and not eligible for consideration by the Board of Assessment Review (B.A.R.).
  • After filing this form you still have to make an appointment in Calendly if you want to be heard by the B.A.R. The link is at the end of the request form and in STEP 2 instructions.


On Grievance Day, June 16, 2020, the B.A.R. will be meeting via Zoom for the public hearing, as well as throughout the summer for their deliberative sessions.  Please reserve your space in Calendly in the link below. Meetings are in 10 minute intervals. You can call in if you don’t have a videocamera. All reviews will be recorded. The time for scheduling is over.

 

While it is acceptable to submit grievance applications with supporting documentation by regular mail, it is STRONGLY RECOMMENDED that you attached all documentations with application. You will still have to make an appointment via the link above. This will streamline the process and facilitate a more efficient review by the B.A.R. during their Zoom Hearings and subsequent deliberative sessions.

MAIL PROCESS

  • Please mail your application along with any supporting documents to the address on the reverse.
  • It MUST  be postmarked no later than June 16th( June 15thif you wish to appear in front of the B.A.R.)
  • Grievance Applications are accepted via USPS, FED EX, or UPS, etc.
  • Please paper clips all pages( no staples) Single-sided documents are preferred.
  • IMPORTANT: Due to the volume of paperwork the Assessment Office processes during grievance time please ensure that your application AND supporting documentation is COMPLETE upon initial submission.

BULK ASSESSMENT REVIEW PROCESS

Agencies with bulk assessments will be contacted by us directly on where to upload their grievances.

BOARD OF ASSESSMENT REVIEW (B.A.R.) HEARING PROCESS

  • There will also be no public hearings in Mount Vernon City Hall on Grievance Day.
  • It is NOT mandatory to testify before the B.A.R. on June 16, 2020
  • Because of social distancing, if you want to be heard by the B.A.R. you will need to use Zoom videoconferencing software  to provide your testimony on Grievance Day, June 16, 2020.  
  • The B.A.R. reviews all documentation in your grievance application whether you appear or not, and will make a determination as to the final assessment.
  •  
  • Or by CALLING the Assessment Department (914)665-2325) so we can set one up for you.
  • Appointments will be exclusively online.  You must schedule your own availability using Calendly.
  • Appointments will be limited to 10 minutes intervals. Click the link at the appropriate time. You will automatically be entered into your Zoom Conference. 

 

PLEASE NOTE, ALL APPLICATIONS MUST BE RECEIVED BY THE ASSESSORS OFFICE ON OR BEFORE June 16, 2020 at 5:00pm.  Applications received after that date and time, will not be reviewed by the B.A.R.
