Mount Vernon Police make arrest in 2017 Homicide (11/22/2021)

Mount Vernon Police Detectives made an arrest in the 2017 homicide of Mount Vernon resident Tremaine Williams. When Mr. Williams was discovered in the roadway at the intersection of East 3rd Street and Langdon Ave on the morning of September 6, 2017, it appeared as though Mr. Williams had been struck by a vehicle.

 

Through investigation, Detectives were able to secure video showing the incident and the vehicle that struck Mr. Williams on that September morning.  Detectives worked hundreds of hours on the case but at the time were not able to secure enough evidence to move forward with the case.

 

In the summer of 2020the Mount Vernon Police Department created a small unit dedicated to re-examining Cold CasesWith the assistance of the FBI Westchester Safe Streets Task Force and in conjunction with the Westchester County District Attorney Office’s Cold Case Bureau, this case was re-examined, and additional evidence was secured to solidify the case against the driver that ran over Mr. Williams.

 

On Wednesday November 10, 2021, 44-year-old Edmund Pennil, of the Bronx, was arresteoutside of his home in connection with the homicide of Mr. Williams.  Pennil was arraigned in Mount Vernon City Court on charges of second-degree Manslaughter and was remanded to the Westchester County Department of Corrections.  Pennil has a criminal history that includes arrests for forgery and firearm possession.
