Press Release

Mount Vernon Police Detectives and members of the FBI Westchester Safe Streets Task Force arrested two New Rochelle men today in connection with the September 25, 2021, murder of 20-year-old Aaliyah Waiters.

Ms. Waiters was shot and killed in the early morning hours of September 25, 2021, as she stood with a group in front of 237 South Third Avenue. When officers arrived, they found Ms. Waiters suffering from a gunshot wound to the head. She was transported to Jacobi Medical Center, Bronx, NY where she ultimately succumbed to her wounds.

With the assistance of the New Rochelle Police Department and the FBI Safe Streets Task Force, Mount Vernon Detectives began to recover video evidence that helped build the case. Law Enforcement Officers from all three jurisdictions reviewed hours of video in order to identify the suspects and establish a timeline of events leading up to the moment that the suspects fired a barrage of bullets in the direction of Ms. Waiters.

The suspects were identified as 21-year-old, Laquan Jones and 20-year-old, Tyquan Carcamo both of New Rochelle. Carcamo was located and arrested by Mount Vernon Detectives and members of the FBI Safe Streets Task Force at the home of a relative in Yonkers, NY. Jones was arrested by a similar contingent of Law Enforcement Officers at his mother’s home in New Rochelle. Both Carcamo and Jones were arraigned in Mount Vernon City Court on charges of Murder in the Second Degree and remanded to the Westchester County Jail.
