Parking RFP Questions and Answers

1.       The scope of work mentions in Tasks 4 and 5 parking inventory and occupancy surveys that could potentially be very labor intensive and expensive. Does the Mt. Vernon IDA have a budget in mind (or a budget range) that would allow us tailor our scope to the budget limitation?  Or is there a clearer definition of the City blocks that should be covered as part of the work program?

  The Mount Vernon IDA anticipates a flexible budget range. The Agency greatly desires a comprehensive study and will consider funding a study at a higher amount should the Agency receive a comprehensive proposal that supports additional investment.
            The work program should cover the entirety of the City of Mount Vernon, which is approximately four square miles.

 

2.       As the RFP asks for a “block by block” analysis, will every single street and block in the City need to be counted and analyzed or just a selected area?

Yes, the Mount Vernon IDA envisions a study that evaluates the city as a whole.

 

3.       Are there particular times and hours that the IDA would like the parking counts performed including Saturdays and Sundays, overnight, etc.?

The Mount Vernon IDA envisions a study that incorporates the weekend times and “rush hours” during the weeks.

 

4.       How many meetings should be included in the fee estimate?

The Mount Vernon IDA anticipates 4-8 meetings.

 

5.       Does the City have a particular budget for this Study?

The Mount Vernon IDA anticipates a budget range between $20 – $30,000 for a comprehensive study. The Agency greatly desires a comprehensive study and will consider funding a study at a higher amount should the Agency receive a comprehensive proposal that supports additional investment.

 

6.       Can you supply a map identifying the boundaries of study area?

The boundaries of the study area are the City of Mount Vernon. The map at this link details the city and neighborhoods.

 

7.       Item #2 under Scope of Services states “Perform surveys and convene meetings of residents, business owners/managers and employees, institutions, developers and visitors, to identify their concerns and experiences with the current parking conditions in the City of Mt. Vernon and in the areas they live, travel to or work in and to obtain their recommendations for improvement.” How many meetings are envisioned being held under this task to obtain the input desired?

The Mount Vernon IDA anticipates 4-8 meetings.

 

8.       Item #5 under Scope of Services states “Determine on a block by block basis, during peak and non-peak times of the day and throughout the week, parking utilization levels and patterns on public streets, and on public and private off-street surface lots, to identify particular parking areas and areas where there may be at times a surplus of parking spaces.” Is it the intent of this task to document conditions for a full five-day work week?

Yes

 

9.       How many private sector lots are to be examined under this task?

There are very few private parking garages in Mount Vernon

 

10.       Are there GIS base maps for the study area available?

Yes

 

11.       The RFP document states that the Terms of Agreement are attached as part of the RFP package; however, we cannot locate them in the RFP document. Can you forward the Terms of Agreement for review?

This link shows a draft Consulting Agreement detailing the Terms. Final terms are subject to negotiation and discussion with the Mount Vernon IDA.
