A native of Brooklyn, New York, Commissioner Curtis J. Woods, P.E. was appointed in May 2000 in the dual capacity of Deputy Commissioner and City Engineer. He graduated from Brooklyn Technical High School and received a Bachelor of Science in Civil Engineering degree from the University of Hartford, Connecticut. Commissioner Woods received his Professional Engineering License in the State of New York in 1992.

Commissioner Woods joined the New York State Department of Transportation in September 1984 as a Junior Engineer; after one year of working as an Engineer for the URS Consulting Engineering Firm. During his sixteen years with the New York State Department of Transportation he reached the position of Civil Engineer II, while serving the positions of Squad Supervisor, Project Engineer, Engineering Automation Coordinator and Project Manager. He received an "Excellence in Engineering" award in 1995 from the New York State Department of Transportation.

Curtis is currently on the Board of Directors for the Mount Vernon YMCA and Board of Directors for the Westchester County Association of Municipal Public Works Administrators, Inc. He is a member of the Long Island Sound Watershed Intermunicipal Council, the Bronx River Watershed Coalition, a Democratic District Leader of the 54th District in Mount Vernon and a member of the Omicron Iota Chapter of the Omega Psi Phi Fraternity, Inc. Deputy Commissioner Woods is an Iraq War Veteran (OIF II). He is a retired Major with the Engineering Branch of the United States Army Reserves with over twenty (20) years of service. Curtis, his wife and two children reside in Mount Vernon.
