In March of 1999 Kindra C. Dolman was appointed Second Deputy Commissioner. Her duties and jurisdiction are to supervise Housing, Building and Elevator Inspectors in addition to Code Enforcement Officers. She oversees the enforcement of violations against Building Code, Zoning Ordinance and other applicable rules and regulations.

An essential part of Commissioner Dolman's job is in the coordination and management of the department's VCO, answering City Court summonses and performing field investigations. As the Special Action Officer she troubleshoots public nuisance complaints and quality of life issues. She also performs plan examinations for all non-structural work.

Kindra has worked for the City of Mount Vernon Department of Buildings since 1985. She held various positions within the department - Secretary, Emergency Repair Coordinator, Code Enforcement Coordinator and Senior Code Enforcement Supervisor.
Her movement through the ranks can be attributed to her hard work ethic. Not one to shy away from a challenge, Kindra's persistence and attention to detail has contributed to the overall performance of the department.

She is a lifelong resident of the City of Mount Vernon and attended Howard University in Washington D.C. Commissioner Dolman is a Certified New York State Code Enforcement Official and is a member of the New York State Building Official Conference (NYSBOC), Westchester Chapter.
