Anthony V. DeBellis, Sr., the Commissioner of Assessment, is a life long resident of the City of Mt. Vernon. He has more than 20 years experience in the field, most of which with this City. He also served as the Assessor for the Town of Pelham and the Town of Bedford. From 1982 to 1988, he was a senior assessor for the City of New York.

Commissioner DeBellis was responsible the computerization of the Assessment Department. This includes high speed scanning of all public documents.

Since 1984, he has been designated a "Professional Assessor" by the New York State Institute of Assessing Officers. He has served on the Executive Board of the New York State Assessors' Association, Past President of the Westchester County Assessors' Association and current Vice President. He is an instructor for both the New York State Assessors' Association and the International Association of Assessing Officers.

A frequent presenter at numerous international conferences on computer assisted mass appraisal; he has also published several papers on the subject. He is regarded as an expert on the valuation of senior housing.

He is active in many charitable and civic organizations; Mt. Vernon Kiwanis, Mt. Vernon/Yonkers Elks, Fulfilling a Dream Foundation, the Mt. Vernon Neighborhood Health Center, to name a few.

Commissioner DeBellis is married and has three children.
