The Department of Finance, under the supervision of the Comptroller, is responsible for overseeing and safeguarding the finances of the City of Mount Vernon.

Tax Rates

Short and long-range planning is important to the department’s development and implementation of financial policies and practices. The department manages a number of functions relative to the operation of city government.

With the responsibility of managing cash to assure maximum return and safety of invested funds, the Finance Department assures fiscal integrity and compliance pursuant to law and the provisions of the City Charter.

Major department responsibilities include:

  • Billing and collection of all funds owed the City
  • Investment and management of the City’s surplus cash and funds held in trust
  • Allocation of available funds and monitoring of City expenditures via the budget process
  • Disbursement of funds for services and goods rendered to the City
  • Accounting for and reporting of all funds
  • Debt management, including policy development, issuance and servicing
  • Advising City agencies on risk management issues and in certain cases, obtaining and monitoring insurance policies
  • Overseeing Annual Budget Appropriations

Interest & Penalties

Payment Due Date Information
All tax payments are due within the month specified. Payments received (United States Postmark) after the last collection day of the specified month will be subject to interest and penalties from the first due date.

1st Half School Tax 2018-19 is due without penalty no later than 7/31/18

Also 2nd Half City  Tax 2018 is due without penalty no later than 7/31/18

Partial Payments
The Finance Office will be accepting partial payments for the years 2015, 2016 and 2017 only.

Late Payments
City and County late tax payments are subject to interest charges of 1 1/2% per month, or any part thereof, from the first due date.

Interest Charges
City School District late tax payments are subject to interest charges of 1% per month, or any part thereof, from the first due date up until February 20. Payments made after February 20 are subject to an additional 5% penalty at time of payment.

Tax payments can be made in person at the City Hall Department of Finance  located on the ground floor Room 1 of City Hall during office hours 8:30 a.m. – 4:30 p.m.  at:

Payments made by mail with the payment stub should be payable and sent to:
