Residential Rehabilitation Program

The Residential Rehabilitation Program is a federally funded program which provides low interest loans to eligible homeowners who need to make necessary improvements to their property. These loans must primarily benefit low income families. The program is administered locally by the Mount Vernon Urban Renewal Agency.

What properties are eligible?
Any legally conforming, one to four family residence located in the City of Mount Vernon having  property conditions that represent a certified health or safety hazard may be deemed eligible.

What types of loans are available?
In general, the program offers two types of loans that provide property owners with financing home improvement costs. Direct Loans, which are repayable in monthly installments, and Deferred Loans, which are generally available to Senior Citizens who own and occupy their home and are repayable upon sale or transfer of the property.

What types of improvements are eligible?
Loans must be used for the removal of code violations, health and safety conditions and improve the property's energy efficiency and include plumbing, electrical, heating, carpentry, windows and roofing. Property extensions, additional rooms in attics or basements are not eligible under the program. Department of Planning and Community Development staff will prepare specifications of the work to be done, administer public
bidding and supervise the performance of the work. The Mount Vernon Urban Renewal Agency will take a mortgage on the property as security for any approved loan.
