This examination is being given for the purpose of establishing an eligible list to fill
vacancies as they occur in the City of Mount Vernon.

APPLICATION FEE:
A processing fee of $15.00 is required for each separately numbered exam for which you apply.
The required fee must accompany of your application. Send a
money order made payable to the City of Mount Vernon and write the exam number and your social
security number on your money order. Personal checks and cash will
not be accepted.
Candidates are responsible for ensuring they meet the minimum qualifications before submitting

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:Thorough knowledge of the care and handling of dogs and
cats including the maintenance and operation of an animal shelter; thorough knowledge of the
techniques and methods of capturing and humane disposal of small animals; thorough knowledge of
local laws and ordinances governing the care and licensing of animals; must have a working
knowledge of the various New York State laws dealing with animals and animal cruelty; must be able
to identify the symptoms of rabies and know how to properly handle rabid animals and take
appropriate action to protect the public and domestic animals from disease as necessary; must be
able to identify the telltale signs of animal abuse and be able to assist the Mount Vernon Police
Department with investigations into the abuse of animals as required. Must keep current on the
proper practices and care of domestic and wild animals and the New York State laws pertaining to
both; ability to ensure the sanitary and efficient operation of a municipal animal shelter; ability
to plan, organize and direct the work of subordinates; ability to establish and maintain effective
working relationships with others; ability to express ideas clearly, orally and in writing.
EXAMPLES OF DUTIES. (Illustrative Only)
Develops, plans, organizes and directs all activities within the City pertaining to the issuance
of summonses and the presentation of information for the appearance of violators of the provisions
of Chapter 16, City Ordinances, before a court of competent jurisdictions; the seizing of
un-muzzled dogs at large and ensuring that notice is thereafter served upon the owners of tagged
dogs; the selling for adoption or disposal of any dogs seized at large and not redeemed by the
owner; the acceptance, upon application and surrender by a resident owner, of a dog at the animal
shelter for immediate sale or disposal at a specified cost; the disposal of cats, whether privately
owned or stray upon surrender to the shelter; the maintenance and operation of the City’s animal
shelter and facilities thereof; plans, coordinates and implements the Division’s policies,
procedures and programs; establishes work standards and disciplines; confers with State, County,
City and other officials regarding current and new laws pertaining to area of responsibility; meets
with individuals or group members of the public and attends seminars, hearings pertaining to area
of responsibility (as needed); patrols an assigned area to locate and capture or remove stray,
dangerous, dead or sick and injured animals; must maintain a current accounting of all donations,
monies and animals handled by the shelter in accordance with established policies and procedures of
the Mount Vernon Police Department.
REQUIREMENTS FOR APPOINTMENT:

Must have a valid New York State motor vehicle driver’s license at the time of appointment.

Must pass a general medical examination.

Psychological screening to determine if the applicant can get along with others, remain calm
during stressful situations, and his/her ability to function in an emergency.
SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities
in the following areas:
1. Care and Handling of Dogs and Small Animals
These questions are designed to test the candidate's knowledge of simple disease symptoms and
treatments, identification of different breeds, food requirements and the appropriate techniques
and methods used in the care of dogs and small animals.
2. Clerical Aptitude and Form Completion
These questions are designed to test a candidate's visual perception and basic clerical accuracy
in working with alphanumeric characters and in transposing these characters to a standardized form.
This subtest consists of two parts:
Part 1
The Candidate is required to read, compare, check, reorder and count letters and numbers
following specific directions for each question. Knowledge of the alphabet and the ability to count
is required.
Part 2
The candidate is required to read a short, descriptive paragraph and then study a standard
report form. The completion of this form is dependent upon the accurate transfer of information
between the paragraph and the form. Some of the questions may require the candidate to determine
whether or not portions of the form have been filled in completely and accurately. Other questions
may require the candidate to fill in designated portions of the form using the information
contained in the paragraph. The ability to read and accurately transcribe information is required.
Knowledge of particular forms is not required.
3. Following directions (maps)
These questions test your ability to follow physical/geographic directions using street maps or
building maps. You will have to read and understand a set of directions and then use them on a
simple map.
4. Supervision
These questions test for knowledge of the principles and practices employed in planning,
organizing, and controlling the activities of a work unit toward predetermined objectives. The
concepts covered, usually in a situational question format, include such topics as assigning and
reviewing work; evaluating performance; maintaining work standards; motivating and developing
subordinates; implementing procedural change; increasing efficiency; and dealing with problems of
absenteeism, morale, and discipline.
5. Understanding and interpreting written material
These questions test how well you comprehend written material. You will be provided with brief
reading selections and will be asked questions about the selections. All the information required
to answer the questions will be presented in the selections; you will not be required to have any
special knowledge relating to the subject areas of the selections.
CALCULATORS ARE ALLOWED FOR THIS EXAM. Devices with typewriter keyboards, spell checkers,
personal digital assistants, address books, language transistors, dictionaries or any similar
devices are prohibited.
Candidates are required to attain a final average rating of 70 in order to be eligible to have
their names placed on the eligible list established as a result of this examination. This
examination is announced and will be rated in accordance with Section 23-2 of the Civil Service
Law. The provisions of the NY State Civil Service Law, Rules & Regulations dealing with the
rating of examinations will apply to this examination.
Any applicant wishing to claim Veteran's credits must do so at the time of filing his/her
application. You must submit form MSB-332 VP-l along with your DD214 (Discharge).
RELIGIOUS ACCOMODATIONS AND HANDICAPPED PERSONS: If special arrangements for testing are
required, please indicate on a separate sheet and attach to your application at the time of
submission. The alternate test date will occur on the Monday following the original examination
date and will take place at City Hall at 9:00 AM. Contact the Civil Service office at 914-665-2357
for details on the room location.
RESIDENCY: Applicants must be, at the time of the written examination, a resident of the City of
Mount Vernon for one year prior and remain such a resident during employment unless granted
permission by the legislative body to reside outside the City. In the event there is an
insufficient pool of applicants from the City of Mount Vernon, we will accept applicants who reside
within that part of the County of Westchester lying between the southerly boundaries of the County
of Westchester and the northerly boundary lines of the Village of Tarrytown, the Town of Greenburg,
the City of White Plains and the Town of Harrison for at least one (1) year prior to the written
examination; applicants from the expanded recruitment area must remain a resident during
employment. Note: Mount Vernon residents will be given preference in appointment.
Any person applying for a City position will be required to submit to a urine test to determine
if said person is a user of any controlled substance before they are hired. If the test indicates
that the applicant is a user, such person shall be disqualified. Arrangements for the taking of
such test will be done through the Civil Service Commission.

SPECIAL REQUEST FOR MAKE-UP EXAM DUE TO ACTIVE MILITARY DUTY: A make-up test will be available
for written, physical agility or any medical exams necessary to be placed on an eligible list, for
persons who are in the active military. A person eligible for military make-up test does not have
to wait until discharge from active duty to take the test.
Applicant must submit to this office a copy of military order, DD214, or other official military
document that substantiates active military service PRIOR to the make-up test.
In conformance with Section 85-a of the Civil Service Law, children of firefighters and police
officers killed in the line of duty shall be entitled to receive an additional

MUNICIPALITY IN WHICH HIS OR HER PARENT HAS SERVED. If you are qualified to participate in this

examination. A candidate claiming such credit has a minimum of two (2) months from the application
deadline to provide the necessary documentation to verify additional credit eligibility. However,
no credit may be added after the eligible list has been established.

ACCEPTABLE EXPERIENCE AND TRAINING FOR EXAM:
Graduation
from high school or an equivalency diploma (GED) and two years of experience involving
responsibility for the operation and maintenance of an animal hospital, shelter, pet shop or
similar establishment, one year of which must have included the handling
and rescue of indigenous wildlife.
