APPLICATION CLOSING DATE:               February 15, 2017 @ 3:00pm sharp

SALARY RANGE:    $62,365.88 – $90,918.95 (City – 2017 salary)

                                  $58,661.00 – $85,518.00 (City School District – 2015 salary)

The eligible list established from this examination will be used to fill appropriate vacancies as they occur in the City of Mount Vernon and the Mount Vernon City School District.        

RESIDENCY REQUIREMENTS: Candidates must be residents of New York State at time of filing application.

Applications are available in the Mount Vernon Municipal Civil Service Commission Office Monday through Friday from 8:30 AM to 4:00 PM or send a self-addressed, legal-sized envelope to the Civil Service Commission, Room 103 City Hall, One Roosevelt Square, Mount Vernon, NY 10550. Applicants may also obtain applications from the City of Mount Vernon’s website at www.cmvny.com. All applications must be returned to the Civil Service Commission Office on or before the application deadline date, FEBRUARY 15, 2017.

Applications received via mail will not be accepted if postmarked after the closing date deadline of FEBRUARY 15, 2017.

APPLICATION FEE INFORMATION: A non-refundable fee of $15.00 is required for this examination for Mt. Vernon residents. The application fee for non-residents is $25.00. The required fee must accompany your application. MONEY ORDERS WILL BE ACCEPTED and MUST BE MADE PAYABLE TO: THE CITY OF MOUNT VERNON. CASH AND CHECKS WILL NOT BE ACCEPTED. If you are disqualified from or fail to appear for the examination, your fee will NOT be returned.

FEE WAIVER INFORMATION: A waiver of the application fee will be allowed if you are unemployed and are primarily responsible for the support of a household. In addition, a waiver of the application fee will be allowed if you are determined eligible for Medicaid, receiving Supplemental Security Income payments, or Public Assistance. All claims for an application fee waiver are subject to verification. If you can verify eligibility for the application fee waiver, you must complete a “Request for Application Fee Waiver” form. This form is available in the Civil Service Office. You must submit the completed fee waiver form with your completed application.

ACCEPTABLE EXPERIENCE AND TRAINING:

  • Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in accounting, business or public administration, economics or a related field, including or supplemented by 18 credit hours in accounting; AND two years of accounting or auditing experience involving the maintenance of auditing or double entry books of a business, or in the maintenance of governmental agency books involving appropriation accounting and the preparation of budget and financial reports; OR
  • Completion of a minimum of 60 semester credit hours at a regionally accredited or New York State registered college or university including or supplemented by 18 semester credit hours in accounting AND four years of the experience as described in (A) above; OR
  • An equivalency combination of training and experience as defined by the limits of A and B above.

NOTE: For appointment from the resulting eligible list, applicants with a foreign high school diploma must submit a course by course evaluation of their educational credentials. DISTINGUISHING FEATURE OF THE CLASS: This position involves performing professional accounting duties in the development, examination, review, analysis or supervision of financial and accounting records. Knowledge of agency policies and procedures or a relevant body of laws and regulations is required. Work is performed under general direction of a higher level administrative employee with wide leeway allowed for the exercise of independent judgment in planning and carrying out assignments. Supervision is exercised over Accountants and clerical support staff. Does related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles and practices of general governmental accounting; thorough knowledge of financial administration including budgeting and reporting; good knowledge of office terminology; practices and procedures; good knowledge of business arithmetic and English; working knowledge of trends and current developments in the field of accounting; working knowledge of the computerized application of accounting systems, both mainframe and personal computers; ability to analyze and evaluate accounting problems to devise solutions; ability to plan and supervise the work of others; ability to plan and analyze financial and statistical records, reports and statements; ability to prepare and present complex oral and written reports clearly and accurately; ability to operate computer terminal; ability to perform close, detail work involving considerable visual effort and strain; accuracy, good judgment and physical condition commensurate with the demands of the position.

SUBJECTS OF EXAMINATION: The written test will cover knowledge, skills and/or abilities in the following areas:

  1. GENERAL ACCOUNTING;              
  2. GENERAL AUDITING;      
  3. GOVERNMENTAL ACCOUNTING;
  4. PREPARING WRITTEN MATERIAL;
  5. SUPERVISION;
  6. UNDERSTANDING AND INTERPRETING TABULAR MATERIAL.

EXPANDED SCOPE STATEMENT:

  • GENERAL ACCOUNTING These questions test for a knowledge of the general accounting principles and practices used in the preparation of financial statements, in the recording and reporting of financial transactions, and in financial decision-making. Candidates will be required to demonstrate a current knowledge of General Accepted Accounting Principles (GAAS). Knowledge of computerized information systems as it applies to accounting may be required.
  1. GENERAL AUDITING – These questions test for knowledge of the principles and procedures involved in substantiating and examining transactions and financial statements.       It will require a knowledge of auditing techniques and Generally Accepted Auditing Standards (GAAS).       Knowledge of the use of computerized accounting or auditing systems as it pertains to auditing may be required. Questions relating to internal controls applicable to manual and computerized accounting systems may be included.            
  2. GOVERNMENTAL ACCOUNTING – These questions test for a knowledge of the accounting practices employed to provide financial information used in determining and forecasting the condition of governmental units, and used for monitoring governmental performance, in terms of legal, contractual and fiduciary requirements. These questions will test for knowledge of and familiarity with common governmental funds, appropriation and encumbrance accounting, accounting for revenue and expenditures, and other aspects of accounting relating to the government sector.
  3. PREPARING WRITTEN MATERIAL – These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  4. SUPERVISION – These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance, maintaining work standards; motivating and developing subordinates; implementing procedural change, increasing efficiency; and dealing with problems of absenteeism, morale and discipline.
  5. UNDERSTANDING AND INTERPRETING TABULAR MATERIAL – These questions test your ability to understand, analyze and use the internal logic of data presented in tabular form.       You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends to interrelationships, and revising or combining data sets.       The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery – or – solar-powered calculator for use on this test. You will not be permitted to use the calculator function on your cell phone.

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication ‘How to take a written test” helpful in preparing for this test. This publication is available on line at: www. cs.ny.gov/testing/localtestguides.cfm                                                                          

CALCULATORS ARE ALLOWED FOR THIS EXAMINATION. DEVICES WITH TYPEWRITER KEYBOARDS, SPELL CHECKERS, PERSONAL DIGITAL ASSISTANTS, ADDRESS BOOKS, LANGUAGE TRANSISTORS, DICTIONARIES OR ANY SIMILAR DEVICES ARE PROHIBITED.

Candidates are required to attain a final average rating of 70% in order to have their names placed on the eligible list established as a result of this examination. This examination will be announced and will be rated in accordance with Section 23-2 of the Civil Service Law. The provisions of the New York State Civil Service Law, Rules and Regulations dealing with the rating of examinations will apply to this examination.

Any applicants wishing to claim veteran’s credits must do so at the time of filing his/her application. You must submit your form DD214 (discharge).

APPLYING FOR CIVIL SERVICE EXAMS IN MULTIPLE JURISDICTIONS WHEN EXAMS ARE SCHEDULED ON THE SAME DATE: If you have applied for any other Civil Service Exams for employment with NY State or any other local government jurisdiction, you must make arrangements to take all the exams at ONE test site. If you have applied for both STATE and LOCAL government exams, you must arrange to take all your exams at the STATE exam center by calling (518) 457-7022 no later than two (2) weeks before the test date.

RELIGIOUS OBSERVERS AND DISABLED PERSONS: If special arrangements for testing are required, please indicate this on your application and submit on a separate sheet of paper and attach it to your application at time of submission. You will be notified of the alternate test date which will take place in City Hall.

ALTERNATE TEST DATE POLICY: Alternate test(s) date(s) may be arranged upon review of the circumstances according to the alternate Test Date Policy adopted April 14, 2008 by the Civil Service Commission. Under specific circumstances an alternate test date may be arranged. Your request with written documentation must be received in the Mt. Vernon Civil Service office no later than two (2) weeks preceding the examination. If an emergency prevents you from appearing for the examination, please notify the Civil Service office in writing no later than the Friday before the test date and provide verifiable documentation of the reason. A determination will be made as to if an alternate test date will be scheduled.

SPECIAL REQUEST FOR MAKE-UP EXAM DUE TO ACTIVE MILITARY DUTY: A make-up test will be available for this examination for persons who are in the active military. A person eligible for military make-up test does not have to wait until discharge to take the test. Applicant must submit to this office a copy of military orders or other official military document that substantiates active military service prior to the make-up test.

In conformance with Section 85-a of the Civil Service Law, children of firefighters and police offices killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his/her parent has served. If you are qualified to participate in this examination, please inform this office of this matter when you submit your application. A candidate claiming such credit has a minimum of two months from the application deadline to provide the necessary documentation to verify credit eligibility.   However, no credit may be added after the eligible list has been established.

It is the responsibility of the candidate to notify the Civil Service Office of any change in name or address. No attempt will be made to locate candidates who have moved.

Special City Council Meeting

A special City Council meeting will be held on Wednesday, December 21, 2016 at 10:00 a.m. in the City Council Chambers for the purpose of adopting the annual estimate for 2017, and any other business that may be presented before said meeting.

 

Mayor Thomas hosts 225th Anniversary Celebration of the Bill of Rights

Monday December 19 at St. Paul’s Church ceremony celebrating 225th Anniversary.

On Monday, December 19, at 4:00pm, Mayor Richard Thomas and the City of Mount Vernon will hold a celebration commemorating the 225th anniversary of the final ratification of the Bill of Rights. Mayor Thomas will be joined by County Executive Rob Astorino, representatives from the offices of Governor Andrew Cuomo, Senator Charles Schumer, and Senator Kirsten Gillibrand and other dignitaries.
 
The City of Mount Vernon is the birthplace of the Bill of Rights and home of the sister to the Liberty Bell. In 1733, St Paul’s Church in Mount Vernon was a polling site during a controversial, tumultuous election where some voters were prevented from voting. John Peter Zenger, publisher of the New York Weekly Journal, covered the irregularities of corrupt officials involved with the election tampering. Zenger was arrested and his newspaper was ordered burned. His subsequent defense of his actions – that they were true – laid the groundwork for the Bill for Rights. Zenger’s non-guilty verdict in his libel trial and his brave embrace of the truth led to the foundation of the First Amendment – Freedom of Speech.
 
“Mount Vernon is a city of firsts. We are the birthplace of the Bill of Rights, one of the nation’s first roads at Route 22, and the creators of hip-hop. Mount Vernon has always been a place where people stood up for what is right from John Peter Zenger in 1733 to Denzel Washington today. We look to our Rebecca Turner who broke free from slavery to become one of the first African-American property owners in the country; Nina Simone whose potent protest music was banned by radio stations fearful of confronting discrimination. Humphrey Bogart who joined the Committee for the First Amendment to protest the unconstitutional House Un-American Activities Committee. Mount Vernon has always taken the lead in standing up for what is fair, what is right, and what is just. As Mayor, I will continue to stand firm and stand up for Mount Vernon,” said Mayor Richard Thomas.
