DATE OF EXAMINATION:     Saturday, JUNE 04, 2016

PLACE OF EXAMINATION:   AB Davis Middle SchoolMount Vernon, New York @ 8:30 A.M.

APPLICATION CLOSING DATE:  MAY 10TH, 2016 at 3:00pm –no exceptions

SALARY RANGE:  $49,484.00 – $63,762.00

VACANCY:  At present, there re two vacancies in the City of Mount Vernon City School District.

RESIDENCY REQUIREMENTS:  There are no residency requirements for this examination.

REQUIREMENTS FOR TAKING THE EXAM:

  • Completion of grade school and two years of satisfactory experience in general building trades handyman work; or any equivalency combination of training and experience sufficient to indicate ability to do the work.                                                                                                                                                                                                                              

SPECIAL REQUIREMENT FOR APPOINTING IN SCHOOL DISTRICTS: In accordance with the Safe School Against Violence in Education (SAVE) legislation, Chapter 180 of the Laws of 2000, and by the Regulations of the Commissioner of Education, candidates for appointment in school district must obtain clearance for employment from the State Education Department prior to employment based upon a fingerprint and criminal history background check.

DUTIES: Performs skilled work involving one or more of the mechanical or construction trades for public buildings, grounds and equipment. Involves responsibility for efficient workmanlike performance of a variety of building, installing, maintaining and repairing tasks requiring a good knowledge of two or more of the mechanical or construction trades, such as carpentry, plumbing, electrical repair, welding, sheet metal work, masonry and related tasks.  General instructions are received regarding work of ordinary difficulty, permitting considerable leeway for planning the technical details.  Detailed instructions are received for new or difficult assignments.  The work is reviewed by immediate observation, by checking completed work, by periodic or spot checks, or by another step in the completion of work.  Immediate supervision may be exercised over the work of helpers and laborers.  Does related work as required.         

                                                                                                                                REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Good knowledge of the practices, processes, tools and materials used in the maintenance of buildings and their mechanical, plumbing, heating, ventilating, electrical and sanitary equipment; ability to work from plans, specifications and rough sketches and to follow oral and written instructions; skill and aptitude as a general mechanic; good hand and eye coordination; ability to plan and supervise the work of others; ability to get along well with others; demonstrated skill in at least two of the mechanical or construction trades; honesty; dependability; initiative; good judgment; neatness of appearance and physical condition commensurate with the demands of the position.    

SUBJECTS OF EXAMINATION: The written test will cover knowledge, skills and/or abilities in the following areas:

1) BUILDING MAINTENANCE AND REPAIR;                                      

2) BUILDING TRADES, INCLUDING MECHANICAL AND ELECTRICAL;                                    

3) REVIEW AND INTERPRETATION OF PLANS AND SPECIFICATIONS, AND THE PREPARATION OF ESTIMATES;

4) OPERATION AND MAINTENANCE OF HEATING, VENTILATING AND AIR

CONDITIONING SYSTEMS.

EXPANDED SCOPE STATEMENT:

  • BUILDING MAINTENANCE AND REPAIR – These questions test for knowledge of the basic principles, practices and techniques essential to the proper maintenance and repair of various types of buildings, including such areas as building maintenance, preventive maintenance, and minor repair of building structures, electrical, and plumbing systems. This may include maintenance and repair of roofs, windows, walls, floors, millwork, insulation, masonry, pipes and valves, electrical wiring and switches, and painting. Questions may also include topics such as proper tools and materials used in building maintenance and repair work as well as proper and safe practices and techniques when using these tools and materials.
  • BUILDING TRADES, INCLUDING MECHANICAL AND ELECTRICAL – These questions test for knowledge of the principles and practices involved in overseeing physical plant facilities and may include such areas as maintenance and repair activities involving carpentry, electrical systems, plumbing and sanitary systems, heating and ventilating systems, painting, masonry work, roofing, and similar types of physical plant maintenance and upkeep.
  • REVIEW AND INTERPRETING OF PLANS AND SPECIFICATIONS, AND THE PREPARATION OF ESTIMATES – These questions test for the ability to read and understand typical building plans, layouts and technical specifications; and for the ability to calculate accurate estimates of material and labor costs.                                                                                                                                                                           
  • OPERATION AND MAINTENANCE OF HEATING, VENTILATING AND AIR CONDITIONING – These questions test for knowledge   of basic principles, practices and techniques essential to the correct operation and maintenance of heating, ventilating and air conditioning systems, including such areas as air supply and exhaust systems, circulating fan capacities, building ventilation requirements, steam, hot water, and hot air heating systems; boiler operation; the refrigeration cycle, types and characteristics of refrigerants, troubleshooting air conditioning system problems, and proper maintenance of air conditioning systems.

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication “How to take a written test” helpful in preparing for this test. Calculators are pERMITTED for this examination:  DEVICES WITH TYPEWRITER KEYBOARDS, SPELL CHECKERS, PERSONAL DIGITAL ASSISTANTS, ADDRESS BOOKS, LANGUAGE TRANSISTORS, DICTIONARIES OR ANY SIMILAR DEVICES ARE PROHIBITED.

Candidates are required to attain a final average rating of 70 in order to be eligible to have their name placed on the eligible list established as a result of this examination. Life on the list will be stated at the time the list is established.

APPLICATION FEE: A $15.00 NON-REFUNDABLE FILING FEE IS REQUIRED FOR THIS EXAMINATION FOR MOUNT VERNON RESIDENTS AND A $25.00 FEE FOR NON- RESIDENTS. The applicable fee is required and must accompany your application. If your application is received without the required fee, it will be considered incomplete and you will not be admitted to the examination.  Only MONEY ORDERS will be accepted for the applications fee.  The money order should be made payable to the City of Mount Vernon and be sure to write the examination number on the money order. CASH OR CHECKS WILL NOT BE ACCEPTED. Because NO REFUND will be made, you are urged to compare your qualifications carefully with the requirements for admission.

Any applicant wishing to claim Veteran’s Credits must do so at the time of filing his/her application. You must submit form MSB-332 VP-1 along with your DD214 Discharge papers.

FEE WAIVER INFORMATION: A waiver of the application fee will be allowed if you are unemployed and are primarily responsible for the support of a household. In addition, a waiver of the application fee will be allowed if you are determined eligible for Medicaid, receiving Supplemental Security Income payment, or Public Assistance.  All claims for an application fee waiver are subject to verification.  If you can verify eligibility for the application fee waiver, you must complete a “Request for Application Fee Waiver” form.  This form is available in the Civil Service Office.  You must submit the completed fee waiver form with your completed application.

Applications are available in the Mount Vernon Municipal Civil Service Commission Office Monday through Friday from 9:00 AM to 4:00 PM or send a self-addressed, legal-sized envelope to the Civil Service Commission, Room 103 – City Hall, One Roosevelt Square, Mount Vernon, NY 10550. Applicants may also obtain applications from the City of Mount Vernon’s website at www.cmvny.com. All applications must be returned to the Civil Service Commission Office on or before the application deadline date,

Applications received via mail will not be accepted if postmarked after the closing date deadline of May 10, 2016. Mail applications to City Hall, Civil Service Office, 1 Roosevelt Square, Mt. Vernon, NY 10550 Room 103.

RELIGIOUS OBSERVERS AND DISABLED PERSONS:  If special arrangements for testing are required, please indicate this on your application and submit on a separate sheet of paper and attach it to your application at time of submission.  You will be notified of the alternate test date which will take place in City Hall.

ALTERNATE TEST DATE POLICY: Alternate test(s) date(s) may be arranged upon review of the circumstances according to the alternate Test Date Policy adopted April 14, 2008 by the Civil Service Commission. Under specific circumstances an alternate test date may be arranged.  Your request with written documentation must be received in the Mt. Vernon Civil Service office no later than two (2) weeks preceding the examination.  If an emergency prevents you from appearing for the examination, please notify the Civil Service office in writing no later than the Friday before the test date and provide verifiable documentation of the reason.  A determination will be made as to if an alternate test date will be scheduled.

It is the responsibility of the candidate to notify the Civil Service Office of any change in name or address.

No attempt will be made to locate candidates who have moved.
