Notice of Public Hearing and public comment period on the Draft Generic Environmental Impact Statement (DGEIS) for the proposed RMF_SC Multi-Family Senior Citizen Housing Floating Overlay Zone.

PURPOSE:

To receive comments concerning environmental topics related to the creation of a proposed multi-family senior citizen floating overlay zone.

The City Council of the City of Mount Vernon as lead agency pursuant to the New York state Environmental Quality Review Act (SEQRA) has accepted as complete the DGEIS for the proposed RMF-SC multi-family senior citizen housing floating overlay zone and will hold a Public Hearing in the City Council Chambers, Second Floor, City Hall at 7:00 p.m. on Wednesday, October 16, 2013 on the DGEIS and written comments on the DGEIS will be accepted on behalf of the City Council by submission to Mr. George W. Brown, City Clerk, Mount Vernon City Hall-First Floor Mount Vernon, New York 10550 until 5:00 p.m. on October 28, 2013

DGEIS on Senior Floating Overlay Zone available for public review

On September 25, 2013, the City Council accepted the attached Draft Generic Environmental Impact Statement (DGEIS) as complete for the purpose of continuing the environmental review of the proposal to create a new RMF-SC Multi-Family Senior Citizen Housing Floating Overlay Zone. The City Council will hold a public hearing on the DGEIS on Wednesday, October 16, 2013 at 7:00 p.m. in the City Council Chambers. In addition, written comments are requested and will be accepted by the Office of the City Clerk until 5:00 p.m. October 28, 2013.

STREET PAVING ADVISORY

Contractors working under the direction of the City will be repairing and resurfacing streets beginning Friday, September 27, 2013. Pedestrians and motorists are advised not to park cars or cross roadways while work is being done. Alternate routes should be used. No parking signs have been posted in the areas affected.

Friday, September 27:

  • South 4th Avenue  –  1st Street to 3rd Street (7am  10am)
  • South 6th Avenue  –  1st Street to 2nd Street
  • South 7th Avenue  –  1st Street to 2nd Street
  • Wilson Block          –  End of bridge to intersection

Saturday, September 28:

  • West 4th Street –       South 9th Avenue to South 11th Avenue
  • Bushnell Place  –       South 10th Avenue & South 11th Avenue
  • South 5th Avenue –   West 5th Street to Sandford Boulevard

Repaving of streets will begin on Saturday, September 28, 2013. All streets are expected to be repaved by Monday, September 30.

Paving of additional streets will be announced in the coming weeks.

STOP Act Underage Drinking Stakeholders Summit

The Mount Vernon Youth Bureau and the Mayors Youth Empowerment Council will host the Sober Truth on Preventing Underage Drinking Summit on Thursday, September 26th at 2pm in the Mayors Conference Room, City Hall. Community stakeholders have organized to address the Surgeon General’s call to action to prevent and reduce underage drinking.

Mayor Davis stated, “The City of Mount Vernon is very fortunate to have many stakeholders who are committed to improving the health and wellness of our young people. We thank our federal partners who have made funding available for the young people to work on initiatives that will improve our community.”

The project is funded through the US. Department of Health and Human Services Administration, and is designed to work with local merchants, elected officials and community leaders to reduce youth access to alcohol.  The Youth Bureau has worked on a number of activities to meet the Surgeon General’s call, which includes the “sticker shock campaign,” where students go out to local stores and place Youth Bureau stickers on alcoholic beverages to remind consumers that purchasing alcohol for minors is illegal. Over the summer, 70 children worked on a three panel mural which was displayed at the Arts on 3rd Street Festival this past weekend. The message within the mural was for youth to stay above the influence of alcohol. The mural is now displayed on the second floor of City Hall.

During the summit, more of the activities that have been conducted throughout the year will be revealed and community leaders will develop a comprehensive, strategic plan to further reduce youth access to alcohol. “We are lucky to have community stakeholders that seek to improve local conditions that impact the lives of our children and youth. By presenting the STOP Act project to the larger community, we seek to gain even more buy-in from key leaders and elected officials,” stated Youth Bureau Executive Director DaMia Harris.

Are you looking for employment?  Take advantage of a free opportunity to put your best foot forward during your job search. Attend a free “Job Readiness Workshop Day” on Wednesday, September 25, 2013 at Grace Baptist Church, 52 South 6th Avenue from 8:30 am until 3:30 pm.  This full day workshop is designed to provide you with the tools needed to land the job.

The workshops, coordinated by the Westchester One-Stop Employment Center, are geared towards making Westchester’s unemployed and under-employed residents more competitive in the job market and providing encouragement and building confidence in their job search.

Fiscal Year 2014

Community Development Block Grant Program

It is expected that the City of Mount Vernon, NY will receive approximately $1,300,000 for the FY 2014 CDBG Program. 

IMPORTANT CHANGES

  1. No allocation of CDBG funds will be made to a project of less than $15,000, unless funding at a lesser amount is necessary to complete a project.
  2. All CDBG applicants must attend at least one mandatory workshop listed below in the Application Process Timeline table prior to the application deadline.
  3. The Urban Renewal Agency will not accept faxed, e-mailed or incomplete applications. 
  4. Late applications will be NOT be accepted or reviewed by the Urban Renewal Agency.
  5. No allocation of CDBG funds will be made to a project for which a CDBG application has not been received by the City.
  6. All CDBG funds allocated to projects shall be used within 12 months of the date of the allocation, or such funds are subject to being reprogrammed by the URA.  Exceptions may be granted for major projects at the discretion of the Urban Renewal Agency.
  7. An application for CDBG funds is not a guarantee of an allocation of CDBG funding.  Allocation of CDBG funding is determined through the review of all accepted applications by the Urban Renewal Agency.
  8. CDBG sub-recipient allocations are subject to change based on official Federal CDBG allocation to the City of Mount Vernon.
